2025<\/strong> (\u00a7 22a of the Animal Welfare Act), animal keepers who breed animals that are not agricultural livestock are subject to the following obligations:<\/p>\n<ul>\n<li><strong>Breeding is only allowed with healthy animals.<\/strong><\/li>\n<li>For dogs, cats and certain animal breeds or animals with specific characteristics listed in the regulation pursuant to \u00a7 22b (1) Animal Welfare Act, a <strong>program or documentation<\/strong> of veterinary examinations and the <strong>assessment of risk factors<\/strong> is required to prevent harmful breeding practices\/extreme breeding.<\/li>\n<li>Breeders must be aware of the risk factors relevant to the species they are breeding and act accordingly.<\/li>\n<li>Breeders must ensure that hereditary defects are minimized and that extreme breeding practices are prevented.<\/li>\n<\/ul>\n<\/div><\/section><\/div>\n\n<\/div><\/div><\/div><!-- close content main div --><\/div><\/div><div id='av_section_3'  class='avia-section programs<\/p>\n<\/div><h2 class='av-special-heading-tag '  itemprop=\"headline\"  ><u>Requirements for participation<\/u> in breeding programs and their monitoring <\/h2><div class=\"special-heading-border\"><div class=\"special-heading-inner-border\"><\/div><\/div><\/div><\/div><div  class='flex_column av-2shk5-a60e1df170f795af0d3e1676d06d61d5 av_two_third itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><ul>\n<li>For animal keepers participating in a breeding program deemed suitable by the Commission (\u00a7 22a (2) Animal Welfare Act) the above-mentioned requirements are considered fulfilled, provided they comply with the contents of the program.<\/li>\n<li>Breeding or action programs established by breeding associations or clubs must be submitted to the Commission for evaluation (\u00a7 22b (3) Animal Welfare Act).<\/li>\n<li>These documents must be submitted within six months of the amended Animal Welfare Act entering into force (i.e. by June 30, 2025).<\/li>\n<li>New programs must be submitted for assessment of their suitability before breeding acitvities Commission.<\/li>\n<li>The submitted documents must include comprehensive information:\n<ul>\n<li>The name of the association\/club or contact person,<\/li>\n<li>Information on the animals (including a detailed description of the breed and associated risks),<\/li>\n<li>Measures taken to ensure the health of the offspring.<\/li>\n<\/ul>\n<\/li>\n<li>After a positive assessment by the scientific
