The Extreme Breeding Commission (Qualzuchtkommission, QZK) is legally based on § 22c of the Animal Welfare Act (TSchG), Federal Law Gazette I No. 118/2004 as amended by Federal Law Gazette I No. 124/2024, and provides independent advice to the Federal Minister for Labour, Social Affairs, Health, Care and Consumer Protection on matters related to the prevention of extreme breeding practices in animals that are not agricultural livestock.
The Extreme Breeding Commission is supported by an administrative office established within the Austrian Animal Welfare Centre. The Austrian Animal Welfare Centre is a federal institution under the authority of the Federal Minister of Social Affairs, Health, Care and Consumer Protection. It serves as a central agency providing information and assessment in animal welfare
